Varkala, Kerala — Most Beautiful in Monsoon

Varkala is spectacular during monsoon. The red laterite cliffs turn vivid, waterfalls appear directly into the sea, and the beach is virtually empty. Puri, Odisha — Ratha Yatra (July)

Puri's Jagannath Rath Yatra (chariot festival) happens in June–July — one of the world's largest religious gatherings. The beach is active with pilgrims and the town electric with festivity. Andaman ferries are frequently cancelled from June to September due to cyclone warnings, stranding tourists. Lakshadweep is completely inaccessible by private boat. If you must visit Goa in monsoon, come in September when rains ease and everything begins to reopen but prices are still low.

Mahabalipuram, Tamil Nadu — Art & Drizzle

Tamil Nadu's northeast monsoon arrives later (November–January) meaning its beaches are perfect in June–September when the rest of India is soaked. Mahabalipuram's Shore Temple with the Bay of Bengal backdrop, Auroville's red earth paths, and Marine Drive Chennai all shine in Tamil Nadu's dry but cool early-year weather.
